Automatically calculate project RAG status

• This setting, when active, allows the overall project RAG status to be automatically calculated every time an individual project RAG tolerance is added, updated or removed. This setting also includes the option to select which RAG tolerance matrix the system should use for its calculations. RAG tolerance matrices can be configured in the Hornbill Admin Tool by a user with the Project Administrator role.
